Planning Organization Primer - This
handbook is written as a quick reference guide for the Transportation
Planning Committee and the Saginaw County Metropolitan Planning
Commission members. It explains the MPO's urban transportation
planning responsibilities and programs mandated in the Intermodal
Surface Transportation Efficiency Act (ISTEA) and the Transportation
Equity Act for the 21st Century (TEA-21).

- 2035
Metropolitan Transportation Plan -
The draft 2035 Metropolitan Transportation Plan is now available
for review and comment. This plan will replace the 2027 Long
Range Transportation Plan which is set to expire on July 31,
2007. The 2035 Metropolitan Transportation Plan conforms to
the most recent federal transportation bill, known as SAFETEA-LU,
signed by President Bush on August 10, 2005. The newly created
Tri-City Travel Demand Model (developed for Bay City, Midland, & Saginaw)
was used to identify current and future deficiencies in the
Federal Aid road system. The plan includes an inventory of
the existing transportation system in the Saginaw area. The
2035 plan also considers future needs and investments for other
travel modes, such as public transit and non-motorized facilities,
examines transportation issues and concerns in the community,
and discusses projected funding levels for future projects.

- Transportation
Improvement Program -
This Transportation
Improvement Program (TIP) is prepared in compliance with the
Statewide Planning, Metropolitan Planning Rules jointly issued
by the Federal Highway Administration (FHWA) (23 CFR Part 450),
and the Federal Transit Administration (FTA) (49 CFR Part 613).
This document lists the transportation improvements planned
to be carried out in the next three federal fiscal years. This
TIP covers a three-year period from October 2006 through September
2008. Document is available at the SMATS office.

Federal Fiscal Years 2006, 2007,
and 2008.
The TIP contains proposed transportation
improvements for streets and highways and public
transit.

- Participation
Plan - SAFETEA-LU encourages a decision-making process
for transportation that is responsive to local needs. SMATS has
developed a new Participation Plan to establish a process that
will improve and increase participation in the transportation
planning process by all stakeholders. One of the key objectives
of this plan is to foster a process that will result in transportation
plans and projects that reflect the values of the communities
that SMATS serves.

- Title
VI/Environmental Justice Non-Discrimination Plan - The purpose of this plan is
create equity into the transportation improvement program. The
plan ensures that no individual will be discriminated against
based on their race, color, or national origin in programs that
receive Federal financial assistance.

- Unified
Work Program - The Unified Planning Work Program (UPWP) describes
transportation planning and related activities to be performed
during the year by the MPO entities. The document shows in sufficient
detail "who will perform the work, the schedule for completing
it, and the expected products".

- Transportation
Improvement Project Prioritization - The MPO uses the Transportation
Improvement Project Prioritization document to objectively rank
each project on its merit based on tangible performance measures.
The MPO staff applies the TIPP to rank the projects according
to their importance within specific categories. The Transportation
Planning Committee (TPC) and Saginaw County Metropolitan Planning
Commission considers the TIPP as a tool in decision-making, but
is not obligated to base the decision solely on the TIPP rankings.

- Surface
Transportation Program Eligible Roads - The STP urban eligible map highlights
the network within the Federal Aid Urban Boundary (FAUB) that
are eligible to utilize Federal funds for transportation projects.
The eligible network consists of roads which are categorized
under the National Functional Classification (NFC) as Urban Collector,
Urban Minor Arterial, Urban Other Principal Arterial, Urban Other
Freeway and Expressways, and Urban Interstate.
