General Information

The office of the County Clerk performs and provides a great variety of public services. The office is mandated by the Michigan Constitution and in accordance with Michigan Law is an elected office with a term of four years. The County Clerk, like other county wide offices, is elected each presidential elections year.

The Clerk is the chief election official of the County and supervises all national, state, and local elections. Administration of the Michigan Campaign Finance Reporting Act is also the responsibility of the clerk.

The Clerk processes applications for passports and notary public commissions, issues and/or records marriage licenses, birth and death certificates, concealed weapons permits, military discharge orders, assumed name and co-partnership certificates and numerous other filings.


The Clerk is the official for oaths of office for county officials and their deputies and is the keeper of the official Circuit Court seal and the County Seal, which is used for general obligation bonds.

The Clerk of the Circuit Court files all cases and maintains official records of all cases that come before the Saginaw County 10th Circuit Court. The Clerk's office maintains a record of all proceedings, collecting and disbursing fines and fees, receives and holds monies to be disbursed on order of the court for cases awaiting settlement. The Clerk also maintains records of these cases in a computerized court database for cases filed 1985 to present.

The office employs six deputy clerks in the Vital Statistics office and four deputy clerks and three file clerks in the Circuit Court Office.

Coming from the South on I-75 - Take I-675, Exit 3 (Business District) to Michigan/Davenport Exit, turn left on Michigan Avenue (second traffic light) and follow Michigan Avenue approximately 22 blocks. The Governmental Center is on the corner of Michigan and Court Street (eighth traffic light) on your right.

Coming from the North on I-675 - Take Exit 6 (Tittabawassee Road). Turn right on Tittabawassee Road, turn left at the third traffic light (Bay Road or M-84). Follow Bay Road to Court Street (a cement island will be on left side) turn left onto Court Street. The Governmental Center is on corner of Court Street and Michigan Avenue (fourth traffic light from Bay Road) on your right.

Coming from the West on M-46E - At the corner of M-46 and Michigan Avenue, turn left at the traffic light. The Governmental Center is on the corner of Michigan Avenue and Court Street (second traffic light) on your left.

Coming from the East on M-46W - Follow M-46 into Saginaw once across the Saginaw River turn right on South Michigan (first traffic light after bridge). The Governmental Center is on the corner of Michigan Avenue and Court Street (third traffic light).


Two customer parking lots are available on the North and South sides of the Governmental Center with parking meters. Two hour parking is also available on Court Street in front of the Governmental Center.
