Robert B. Phelps
Lieutenant
Robert B. Phelps joined the Aviation Support Division of the Saginaw County Sheriff's Office in January 1976. Serving since, his duties include assignments to various law-enforcement functions including marine, road patrol, investigations, and administration. When holding the rank of Sergeant, Lt Phelps served as a leader in Road Patrol, a Narcotics Team Leader with BAYANET, Operations and Administration, and the Detective Sergeant in the Investigative Bureau.
Lt. Phelps ushered the Saginaw County Sheriff’s Office into the Information Technology age. For the past fifteen years he has worked tirelessly to advance information technology initiatives for all Saginaw County and regional police agencies. Under his leadership, Saginaw County deployed a regional records management system, which now serves several counties and has enhanced inter agency information sharing. In 2008, Saginaw County was recognized by the Government Managers of Information Sciences as having the best Information Technology projects of the year for the entire State of Michigan. This award was made possible primarily because of the efforts of Lt. Phelps. On January 23, 2009, Robert B. Phelps was promoted to Lieutenant in command of the newly formed Administrative/Technical Services Division that provides support services to both the Law Enforcement and Corrections Divisions. Lt. Phelps also serves as the Director of the Area Records Management System.
During his career with the Saginaw County Sheriff's Office, Lieutenant Phelps has received several citations and awards including: Citation for Professional Excellence by the Michigan State Police (1981 and 1994), recognized as an Officer of the Year by the Saginaw Exchange Club. (1994), Meritorious Service Award (1997), Sheriff's Unit Citation (1997), Exceptional Service Award (1998), Sheriff's Personal Citation (2001), Sheriff's Personal Citation with Silver Star (2005), Employee of the Month (2006), Saginaw Police Department Meritorious Unit Citation, and Sheriff's Personal Citation for Esteemed Service Award (2007).
Lieutenant Phelps resides in Saginaw County.
