The Saginaw County Planning Department has three key divisions:

Transportation/SMATS

The Saginaw Metropolitan Area Transportation Study (Metropolitan Planning Organization) plans for and distributes federal transportation funds for highways, transit, bikeways, trails, and sidewalks to move people and goods in Saginaw County. Established in 1967, the MPO has grown to include more than 31 members representing cities, towns, counties, and other transportation agencies throughout Saginaw County.

Local Planning & Zoning Assistance

The Saginaw County Planning Department receives and reviews proposed zoning ordinance changes and master plans for all municipalities in Saginaw County.  This is in accordance with Michigan’s Zoning Enabling Act (PA 110 of 2006).

Solid Waste Management

Staff serves as the Designated Planning Agency (DPA) for solid waste management in Saginaw County, as required by Michigan law.
