Concealed Pistol License (CPL/CCW)
You must apply in the county where you permanently reside according to your Michigan Driver’s License or State I.D.
CPL Applications – New and Renewal Applicants:
- CPL applications are available in person at the Saginaw County Clerk’s Office, 111 S. Michigan Ave., Saginaw, MI 48602, Room 101.
- Download online from the Michigan State Police website.
- Renewal applicants only: You will receive a notice of expiration letter in the mail when it comes time to renew. In this letter, there will be a PIN and further instructions if you want to renew online.
CPL Fees
- New: $115 (cash, checks, and debit/credit cards accepted; $5.50 fees applies to debit/credit card processing) paid at Saginaw County Clerk’s Office. This includes the cost of fingerprinting which will be completed in our office.
- Renewal: $115 (same payment processing as above)

New CPL Requirements
- Must present original 8-hour Certificate of Course Completion (dated within the last 5 years) and valid Michigan Driver’s License or Identification Card.
- Fill out CPL application in the Clerk’s office or download application; DO NOT sign bottom of application; this signature must be witnessed in the Clerk’s office.
Renewal CPL Requirements
- Must certify that you have completed 3 hours of review of the required training along with 1 hour of firing range time within 6 months of application, which is verified by your signature.
- Must present valid Michigan Driver’s License or Identification Card along with existing or previous CPL card.
- Fill out application in the Clerk’s office or download application; DO NOT sign bottom of application; this signature must be witnessed in the Clerk’s office.
Additional CPL Information
- You no longer need to provide a photo.
- For a new CPL, depending on approval or denial, you will either receive your permit or a letter of explanation in the mail within 45 days from the date of your fingerprinting. For a renewal, the timeline is up to 30 days from the date of application.
- You can renew your CPL up to six months before it expires. You can renew your expired license up to one year past expiration. If it’s past one year, you must take the full 8-hour training over and present an original Certificate of Completion, which would qualify you as a Reapplication candidate (fees apply as if it were a new application).
- If you qualify for exemption of prohibited premises, you must submit documentation EACH time you renew, which may include your work identification and a letter in good standing from your agency.
- A CPL is valid from no less than 4 years and no more than 5 years, and expires on applicant’s birth date.

No. If you move to another county, your CPL is still valid until it expires or is otherwise suspended/revoked. You may let us know in person that you have moved so we can update your address so you will still receive a notice of expiration. When it comes time to renew, you will then go to the County Clerk in the county which you reside.
Applicants have the option to be printed in the County Clerk’s Office when submitting their application. In addition to the County Clerk's Office fingerprints may be taken by any LiveScan fingerprint vendor in the State of Michigan. A CPL is valid for up to 5 years and no less than 4 years, but must expire on the applicant’s birthday.
The County Clerk’s office has 45 days from the date you get fingerprinted for new applicants and 30 days for renewal applicants to get either your CPL or a letter of explanation to you. If that period of time has passed, you may come to the County Clerk’s office to inquire about the status of your CPL.
This happens quite frequently and is not a reflection on your application. Remember, we have 45 days for new and 30 days for renewal applicants to get you a CPL or a letter of explanation.
You may come in person with your valid, government-issued photo I.D. and request a duplicate license. There is a $10 fee and takes just a few minutes in our office.
You may come in person with your valid, government-issued photo I.D. and any legal paperwork (finalized judgement of divorce, marriage license, etc.) that proves the name change. Our office will contact Michigan State Police to have your name changed in the system. You will either receive your new CPL in person or by mail. There is a $10 fee.
No. All Pistol Purchase Permits must be submitted at the Sheriff’s Department located at 311 S. Harrison St., Saginaw, MI 48602. You may contact them at (989) 790-5420.
You may stop in the County Clerk’s Office and fill out a Request for Concealed Pistol License Reinstatement. At the time of the request, you must also submit all supporting court documentation or your request will not be considered. There is no charge to request reinstatement. Please note that this request will take time to process and you will not receive your CPL back immediately.
